Project Description

PILPG is providing pro bono legal assistance to the Nepal Law Commission as it begins the process of implementing the 2006 Comprehensive Peace Agreement.  

Peace Negotiations

PILPG has partnered with Orrick, Herrington & Sutcliffe LLP to prepare an array of memoranda addressing questions of demobilization, the rule of law, reforming the police service, transitioning an armed group to a political party, reform of the military, economic reconstruction and children's rights.

Post-Conflict Constitution 

PILPG is providing assistance to the Nepal Law Commission and other key stakeholders in the legislature and international community with the drafting of a post-conflict constitution. PILPG initially prepared a memorandum on the core elements of a constitution and provided its Constitution Drafter's Handbook. PILPG presently provides legal analysis concerning both procedural issues in the constitution-drafting process and substantive issues in post-conflict constitutions.

Policy Planning Negotiation Simulations

To train parties in negotiating techniques and to assist in the development of an innovative diplomatic solution to the Nepal conflict, PILPG has prepared a policy planning negotiation simulation. The purpose of the simulation is to surface critical issues and test new approaches to resolving the conflict.
